Job Title: Subcontracts Administrator 4
Location: US-VA-Tysons
Overview:
As a Subcontracts Administrator 4, you will be responsible for preparing and issuing RFPs and RFIs, managing proposal compliance, and performing complex analysis and documentation. You will develop negotiation strategies, lead formal negotiations, and manage metrics related to quality, delivery, and supplier performance. This role requires placing subcontracts/purchase orders of medium to high complexity in accordance with regulatory and corporate compliance requirements. You will work closely with Program and cross-functional teams to achieve objectives, promote cost reduction initiatives, and support flawless supplier execution. Additionally, you will monitor subcontractor performance, execute contract modifications, and provide advice and support in developing proposals.
Key Responsibilities:
- Prepare and issue RFPs, RFIs, and manage proposal compliance.
- Develop negotiation strategies and lead formal negotiations.
- Manage metrics related to quality, delivery, and supplier performance.
- Lead and host weekly teleconferences with multiple suppliers.
- Place subcontracts/purchase orders in accordance with regulatory and corporate compliance requirements.
- Collaborate with Program and cross-functional teams to achieve objectives.
- Promote cost reduction initiatives and performance improvements.
- Monitor subcontractor performance and initiate corrective actions.
- Provide support in developing proposals and Basis of Estimates (BOEs).
- Support travel as needed (up to 25%).
Required Qualifications:
- Bachelor's Degree in Supply Chain, Engineering, Business, or related field.
- Minimum 8 years' experience in supply chain management, subcontracts/procurement, or similar role.
- U.S. Citizenship status required due to government contract.
- Experience with International Export/Import Requirements.
- Ability to understand technical requirements of procured hardware and services.
- Strong price analysis and negotiation skills.
- Project planning and management experience.
- Knowledge of Federal Acquisition Regulations (FAR/DFARS) and International Traffic in Arms Regulations (ITAR).

- Dexterity to manipulate objects with fingers.
- Effective listening, speaking, and reading comprehension.
- Problem-solving and understanding speech.
