Job Description

We are seeking an experienced and dynamic EPC (Engineering, Procurement, and Construction) Project and CAPEX Sourcing Manager to join a leading chemical company in the Netherlands. This role offers an exciting opportunity to manage and oversee strategic sourcing activities for Capital Expenditure (CAPEX) projects, ensuring successful execution of large-scale EPC projects within the chemical sector. The ideal candidate will have in-depth knowledge of project management, sourcing, and procurement, with a strong background in handling complex chemical projects.

Key Responsibilities

  1. Project Management & Execution

    • Lead and manage the execution of large-scale EPC projects for the chemical manufacturing facilities, ensuring adherence to timelines, budget, and quality standards.

    • Oversee the complete project lifecycle, from feasibility studies, design, procurement, construction, commissioning, and handover.

    • Work closely with internal stakeholders, including engineering, operations, safety, and quality teams, to ensure smooth project execution.

  2. CAPEX Sourcing & Procurement

    • Develop and implement sourcing strategies for CAPEX projects, including the selection of suppliers, contractors, and service providers for engineering, procurement, and construction services.

    • Negotiate favorable contracts with suppliers, ensuring cost-effective procurement of materials, equipment, and services while maintaining high standards of quality.

    • Collaborate with the finance and operations teams to establish CAPEX budgets, ensuring cost control and value optimization throughout the sourcing process.

  3. Supplier & Vendor Management

    • Manage relationships with key suppliers and vendors, ensuring alignment with project goals, timelines, and quality specifications.

    • Conduct supplier evaluations, performance reviews, and audits to ensure compliance with contractual obligations and service level agreements.

    • Lead the selection and negotiation process for EPC contractors, ensuring the right mix of capability, expertise, and cost efficiency.

  4. Risk Management & Compliance

    • Identify and mitigate project and procurement risks, ensuring compliance with local and international regulations, environmental standards, and corporate policies.

    • Ensure that safety, sustainability, and regulatory requirements are integrated into all sourcing decisions and EPC project plans.

    • Monitor and address any potential issues or delays in the supply chain that may impact project timelines or budgets.

  5. Cost Control & Budget Management

    • Establish and monitor CAPEX project budgets and schedules, identifying cost-saving opportunities while maintaining the integrity of the project's scope.

    • Ensure cost-effective sourcing practices, managing both direct and indirect procurement activities to meet project objectives.

    • Report regularly to senior management on the financial status of ongoing projects, highlighting potential risks or deviations from the budget.

  6. Cross-Functional Collaboration

    • Collaborate with the engineering, operations, and project teams to ensure smooth communication and alignment on project requirements.

    • Work closely with the legal department to develop, review, and execute contracts for EPC projects and procurement activities.

    • Act as a key liaison between the internal teams and external contractors and vendors to ensure successful project delivery.

Required Qualifications & Skills

  • Education: Bachelor's degree in Engineering, Supply Chain Management, Procurement, or a related field. Master's degree is a plus.

  • Experience: Minimum of 8-10 years of experience in EPC project management, CAPEX sourcing, and procurement, preferably within the chemical or industrial sector.

  • Project Management Expertise: Proven experience in managing large-scale EPC projects, from conception through to completion, including managing timelines, budgets, and stakeholder expectations.

  • Sourcing & Procurement: Deep understanding of CAPEX sourcing strategies, contract negotiations, and supplier relationship management, especially within the chemical or manufacturing industries.

  • Technical Knowledge: Strong understanding of chemical manufacturing processes, plant construction, and maintenance, with the ability to assess technical project needs and specifications.

  • Risk Management: Knowledge of risk assessment, mitigation strategies, and regulatory compliance, particularly in relation to safety, environmental, and quality standards in the chemical industry.

  • Leadership & Communication: Excellent leadership and interpersonal skills with the ability to collaborate effectively with cross-functional teams, contractors, and suppliers.

  • Languages: Fluency in English (both written and spoken) is essential. Proficiency in Dutch is a plus.
