Title: Senior Estimator (Government Contracts)
Location: Norfolk, VA
Position Overview:
We're in search of a highly skilled Senior Estimator to join our ship repair client in Norfolk, VA. Reporting to the Director of Shipyard Business Operations, the Senior Estimator will oversee day-to-day government estimating tasks. This role requires meticulous attention to detail and a deep understanding of contract specifications to develop accurate pricing strategies.
Key Responsibilities:
- Develop detailed labor and material estimates based on government specifications.
- Analyze RFQs and RFPs comprehensively, ensuring accurate pricing of the entire scope.
- Collaborate closely with Subcontractor Estimators and Material Estimators to ensure accurate pricing.
- Conduct analysis of subcontractor quotes, accounting for any exceptions taken.
- Manage multiple proposals simultaneously, meeting strict schedule requirements.
- Inspect projects to validate repair/alteration information and produce accurate estimates.
- Prepare fixed price bids and comparative estimates for subcontractor selection.
- Ensure cost estimates are accurate and advise on potential business risks.
- Direct personnel engaged in cost estimating for repair operations.
Additional Responsibilities:
- Support responses to RFPs, RFQs, RFIs, and other marketing efforts.
- Provide technical writing and editing services for proposal development.
- Collaborate with capture teams to ensure clear conveyance of business perspective.
- Develop and oversee overall proposal schedules and outlines.
- Conduct lessons learned sessions to improve the overall estimating process.
Required Qualifications:
- Minimum twelve (12) years' experience in government contract estimation or ship repair production operations management.
- Hands-on experience with government contract administration, including interpretation of specifications, blueprints, and technical manuals.
- Working knowledge of US Navy and MSC Standard Items and Work Specifications.
- Excellent written and verbal communication skills.
- Ability to travel and participate in ship checks when required.
Preferred Qualifications:
- Bachelor's degree in business or related field preferred.
- Understanding of FAR and DFAR requirements preferred.
- Familiarity with US Army, Coast Guard, and NOAA Standard Items and Work Specifications preferred.
Travel and Security Requirements:
- Occasional travel required (15% or less).
- Must be able to access Government facilities and be DBIDS eligible.
- US Citizenship required.
Physical Requirements:
- Ability to remain stationary or move about accomplishing tasks.
- Physically agile to perform tasks in naval ships and confined spaces.
- Comfortable working in extreme temperature environments and aboard ships.
